1. Approved Document L: Thermal Efficiency & U-Values

Approved Document L regulates conservation of fuel and power in buildings. Replacement windows and doors are classified as controlled fittings under Building Regulations and must meet strict maximum heat loss thresholds measured in U-values (W/m²K).

Extensions Glazing Limit: Under Part L, if new glazing in an extension exceeds 25% of the extension floor area (plus any existing covered glazing), an area-weighted U-value calculation or SAP assessment is required to confirm energy compliance.

Future Homes Standard (FHS) Context: The Future Homes Standard was published in March 2026, with full enforcement taking effect from March 2027. Developments with valid building control applications registered before 24 March 2027 may be constructed under current interim standards, provided physical building work begins before 24 March 2028.

2. Approved Document F: Background Ventilation & Trickle Vents

Approved Document F mandates adequate ventilation to prevent dampness and poor indoor air quality. When replacing windows, background trickle ventilators must be installed unless continuous mechanical extract ventilation exists.

• Multi-Storey Dwellings: Minimum 8,000mm² Equivalent Area (EA) per habitable room (bedrooms, living rooms).
• Single-Storey Dwellings: Minimum 10,000mm² Equivalent Area (EA) per habitable room.
• Kitchens & Utility Rooms: Minimum 8,000mm² EA (or 4,000mm² EA if continuous mechanical extract ventilation is present).
• Non-Habitable Rooms (Bathrooms/WCs): Minimum 4,000mm² EA.

3. Approved Document B: Fire Safety & Emergency Egress

Approved Document B governs fire safety. Designated emergency egress windows are required for first-floor habitable rooms and ground-floor rooms that do not open directly onto a hall leading to an external exit.

Fire Doors (FD30 & FD60): Commercial refurbishments, flat entrance doors, and multi-unit residential developments require certified FD30 (30-minute) or FD60 (60-minute) fire doorsets complete with intumescent fire seals and self-closing devices.

4. Approved Document K: Safety Glazing in Critical Zones

Approved Document K (and Regulation 4) protects building occupants from impact injury. Safety glass (toughened to BS EN 12150 or laminated to BS EN 14449) is legally required in all critical impact zones.

• Doors & Side Panels: Safety glass is mandatory up to 1,500mm from finished floor level in all doors and in side panels located within 300mm of a door frame.
• Windows: Safety glass is mandatory up to 800mm from finished floor level in window panes.
• Permanent Marking: All installed safety glass must display a permanent, visible acid-etched or laser-marked British Standards stamp.

5. Approved Document Q & PAS 24: Security

Approved Document Q applies to new-build dwellings and projects formed by a material change of use (such as barn conversions or commercial-to-residential conversions). Accessible windows and doors must pass PAS 24 security testing, incorporating multi-point locking systems, anti-snap lock cylinders, and laminated security glass on ground floor apertures.

6. Approved Document M: Accessible Thresholds

Approved Document M ensures accessible building access. Principal entrance doors must provide a clear opening width of at least 775mm (800mm for new builds) and feature a low threshold upstand not exceeding 15mm, with chamfered or rounded edges for wheelchair access.

Certification Routes: FENSA vs LABC

Property owners must secure compliance certification for window and door replacement works. Two recognised routes exist in England:

• Competent Person Schemes (FENSA / Certass): Allows registered installers to self-certify standard window and door replacements fitted into existing openings.
• Local Authority Building Control (LABC): Direct council inspection path. Mandatory for structural masonry changes, widening openings, new lintels, window-to-door conversions, new extensions, and commercial glazing.
